Re-Visiting ACEF

Over the years, the Agricultural Competitive Enhancement Fund, commonly known as ACEF, has allocated and/or disbursed P3.9 billion to several projects all over the country out of its fund availability of P5.8 B, leaving an unallocated balance of P1.9 B available to eligible projects till December, 2007, should the ACEF law not be extended.

The ACEF fund is a special purpose fund created by R.A. 8178, or the Agricultural Tarrification Act, out of the proceeds of in quota tariffs collected from the Minimum Access Volumes (MAVs) importations with the intent of financing activities that will help the agricultural sector become globally competitive and sustainable.

AGRILINK and ACEF: Instruments for Unity in Agriculture

As the doors of the World Trade Center opened to the visitors and participants of the 14th Agrilink, the International Agri-business Exhibition and Seminars, one can’t help but go back in time to 1993. We dream of unity for agriculture.

We are all for unity of agriculture. Different folks have different strokes. In our diversity and ambition, our stakeholders seem up to an impossible dream. But many barriers have been broken. We are getting closer to unity now.

Achieving Unity in Agriculture Through Agrilink and ACEF

Party-list Leonila V. Chavez led a party of convenors last October 4, 2007 to launch a drive to extend the life of the Agricultural Competitive Enhancement Fund (ACEF). True to her dream, here is a chance to unify agriculture through ACEF. It can also use Agrilink as a vehicle for unity. Former Congressman Angelito Sarmiento and Mayor of San Jose del Monte City also dreams of unity.

Congresswomen Lorna Silverio of Bulacan, Herminia Roman of Bataan, Rachelle Arenas of Pangasinan, Marivic Sy Alvarado of Bulacan, Congressman Arturo Robes of San Jose del Monte City, all gave their support for unity in agriculture. Pushing for ACEF became their battlecry. Senator Ed Angara, Chairman of the Senate Committee of Agriculture in his letter dated October 3 said : “I strongly urge for the extension of this program to help our agricultural sector become globally competitive”.
